If USA didn't do anything illegal/scandalous/unethical/violate_their_own_constitution, then there wouldn't be incentive for anyone to leak anything if at least there was proper channels to go through to point errors and correct the system. Instead of correcting the system, those in power are trying to going after whistle blowers. The system is no longer a democracy.
