It's a people problem, and the author even touched on it - any positives you make to improving the system will be slagged on by the ignorant as being soft on evil people. This is the real problem. It's not impossible, just extremely hard. How about we innovate on it and see what progress we can make? I mean, if someone said to you "You will not have a Minecraft client running full-speed on an Arduino in your lifetime", you'd call them defeatist.
