So the root problem is oversized bureaucracy, corruption is a consequence?

  The root has more to do with the socio-economic status of the population. In a country where everyone made more or less the same and worked about the same and respected each other the same, corruption would be an anomaly. Long term solution is to improve the fundamentals - education, inequality, access to basics.
