Necessities were more or less shared communistically, while "money" was mainly used to elevate status within a social group. There was little to no trade surrounding necessities. Your suggestion might or might not be impractical, but I think the general thrust is correct. If you provide UBI and people can have fines, interest, judgements, etc. levied against it, many predatory practices will render people destitute even with it.
