While I agree with you I think there is some good that can come of more XEPs. Eventually the good XEP concepts can be taken to create the baseline for a new protocol such as multi-user, multi-device encryption, push notifications, sync, etc. XMPP as it stands provides a good test bed to find out what the minimum requirements are.
