I'm guessing they are going to use a service that provides a list of proxy ips, and block those. It won't be complete, but it will cover the vast majority. Someone should build a p2p proxy system specifically for Netflix. It would be pretty hard to block, and the risk for hosts would be low if it was limited to netflix ips only.
