How to get rough idea of rates for small chip place and route task?

Interesting problem: my CEO wants to know how much it will cost to place & route a small block in a new chip design. We are very early in the design stage, so many details are still TBD. Standard foundry design rules, probably all standard logic gates (~10K) with a few registers. I'm looking for rough rate information before engaging with multiple design houses.
