After reading the other suggestions, I'm going to suggest static site generators that you can deploy to AWS s3 or Github pages. The most popular of these is Jekyll (https://github.com/jekyll/jekyll https://github.com/jekyll/jekyll) which is written in Ruby, but here is a list of a bunch of others written in many different languages:
