I bet most of those users are on mobile networks. The need is very apparent: every mobile device needs to have internet access, and there's a lot of them with more being activated every day. Mobile providers don't have enough IPv4 addresses to support that and carrier-grade NAT is even more messy than IPv6.
Most residential ISPs that support IPv6 make you go through hoops to enable it.
