Anything with snapshots (ZFS/btrfs, Linux' LVM, etc.) can get you some of the way there; e.g. (Open)VMS apparently had/has versioned-by-default files; the HAMMER filesystem explicitly makes this a feature.
Alternatively, run something like tarsnap once per hour.
