Why not both? On mobile you can do a hybrid app using Apache Cordova/PhoneGap and if you find that you don't need a lot Cordova features you can also publish

On mobile you can do a hybrid app using Apache Cordova/PhoneGap and if you find that you don't need a lot Cordova features you can also publish it on the web.
