Maybe people just don't handle errors? Most of my functions are less than 10 lines, but then you add the error handling code, and it becomes 30 lines. Also, it strongly depends on the code you are writing. Things like reading/writing data often end up as pretty long functions, while glue code between model and view is usually just a couple of lines.
