Not sure what "culture" means in this context, since the first company that actually talked about such a thing was FB for me, but, we get lots of free stuff and generally higher ups don't really mess with what I am doing. 2. Not that much, since most management is ex devs: if you convince your immediate manager about something, there is a big chance for what you want to happen. Also, we use extensively groups and such (read Fb groups) and this makes it easier to convince people that you are right. Having the data to back you up helps too.
