I think you are looking for something like Vega (http://vega.github.io/ http://vega.github.io/) which is more a declarative grammar for visualization (and also includes interaction and the ability to stream data). As far as I can see there is only one implementation of the grammar (in javascript) but there's no reason it couldn't be implemented on top of opengl, for example.
