You are absolutely right on both counts. That's why they did it and that's why they had everyone in the truck take the test. They had also recently lost a major workers comp lawsuit which was probably frivolous, but they lost because of lax policies and lax policy enforcement. This policy was also one of many over corrections. Maybe there is no way around having a policy like this, but it still bit them in the ass at least this one time and probably many others.
