Cloudflare seems to have blacklisted a big range of VPN ip's recently. If it's mostly on a single site you have the problem, you can ask the site to whitelist your VPN IP range i the cloudflare settings. Regarding the street sign vs. actually hard captchas, you always get the street sign/easy captcha if you are logged in with a non-new google account (One that has solved a lot of captchas).
