I see that my original choice of words was poor, and it could be taken the way it was. Thanks for showing me that. Not my intention. Hope that my intention was made clear in the second sentence: "Why is the jump being made to foreign governments?" There's also the choice of an encryption scheme that no sane actor would choose on its own. So the likeliness of a malicious state-level attack is higher than the baseline you probably assign to accident / disgruntled employee scenarios. Quite possible.
