It seems that an exploit in ScreenOS that is this large and knowing some of the things the NSA has been up to over the past few years. The coincidences are a little scary. Looking at the leaked catalog of NSA Exploits, you find that the NSA had a backdoor for Juniper equipment called FEEDTHROUGH:

This malware burrows into Juniper firewalls and makes it possible to smuggle other NSA programs into mainframe computers.
