I'm not so sure. Wouldn't the principal-agent problem (https://en.wikipedia.org/wiki/Principal%E2%80%93agent_problem https://en.wikipedia.org/wiki/Principal%E2%80%93agent_proble...) cause one to think that government spending is going to yield fewer returns than private investment?
