Stuffing projects into the budget happens all the time. Basically, no one will negotiate in good faith on the merits of individual proposals so they play these tricks to get things passed into law.

- pjungwir 11y agoI like to think one of my better skills as a developer is asking a lot of dumb questions, and one rule in particular is to always ask what new acronyms stand for. Sounds like it wouldn't help me much in government. . . . :-)
