I have a friend who went through the Seattle academy training then left the SPD after a year. He said this attitude runs very deep. Citizens are seen as the enemy and it is a bunch of insecure, macho dudes who get off on intimidating people. I think some of the reason people disagree on this subject is that police across the country vary a lot. In SF where I live now police are, to most people anyway, pretty good. Growing up in Seattle and living there until I was about 35, I was harassed and intimidated many many times.
