There is no universal public belief that police are guardians. People who are protected by police think they are guardians; but people suppressed by police probably don't have that belief. That's why there is so much controversy around police violence, because some people genuinely believe police are protectors, and they have no reason to suspect otherwise based on their own and threir aquaintances' experiences.
