There is EMV & Sign mode, and EMV & PIN mode, and it's set on the card and marked as 2 different transactions types by the bank. Most american banks are issuing EMV & Sign cards, which means no PIN. You can set a PIN, but it's not a default flow and you have to call in to get it set.
