I feel you... Legal department requirements alone can make software unusable... I maintain an universally reviled application that requires you to print, sign and physically mail any changes to the user's address or other data (because legal), and that people have to use because it's output is a requirement for many bureaucratic procedures, which usually are needed ASAP... it's a usability and support nightmare.
