That a college would prosecute a student for reading a book is shocking. However most of the article is about colleges banning thing like "using any email message to insult or embarrass". This is not "severely restricting speech". It is just protecting students from bullying and harassment. Sending an insulting email could be at disciplinary offence at work. It is reasonable not to allow them in colleges.
