I've had bland cooked beef served in Wisconsin... Also had relish trays served with uncooked ground beef, dark rye bread, horseradish, braunschweiger, onions, mustard... Potent chilis may not be a traditional Wisconsin favorite, but there are other strong flavors welcome there.
