For a very narrow definition of the term "fix", maybe.
What is the fix we're looking for? To alleviate traffic congestion? To spend less time on the road? Or maybe just to remove the necessity of having to focus all our attention on the act of driving itself?

I would say yes to at least these two; the only reason most people care about congestion is that it negatively impacts these two. Autonomous vehicles may not "fix" these issues, but they might be one step towards fixing the issues.
