  That's completely irrelevant. The data cited comes from the NCVS. It's based on a phone poll. "Have you been the victim of any crimes in the past year?" "Who committed the crime?" The purpose of the NCVS is to track crimes and their characteristics without relying on (often biased, and frequently manipulated) police reports.
