It might be a good idea to package this together with increasing income transfers so that for low income citizens the increase in gas taxes would on average be compensated, but they would be free to use it for things other than burning gas if they wanted. This would then keep the disincentive for wasting fuel intact, and prop up low income citizens at the same time.
