Always staying with the status quo won't help as well. But taxing in accordance with income would help a lot. And I mean the effective tax, not before loads of discounts are applied. Same for taxing companies. The bigger ones usually don't pay much, allowing them to become inefficient as well as bigger. Still, waiting for perfect situation isn't going to help. There's still money needed to maintain the infrastructure.
