This is a case for automation or documentation, not specifically docker. Could use anything including a shell script to get this env setup properly. Picking docker means they also have to understand how to manage developing within a docker lifecycle. Even a wiki page would be sufficient as in developer envs, some understanding of what is being done and why is generally useful.
