As a muslim, I don't believe ISIS related to Islam anyhow, except the word in their name. As an average person, I believe 9/11 was made by US government to start war in Afghanistan, in order to get material benefit from this country, As an average person, I believe ISIS created by US government in order to destabilize countries with rich oil and get benefit from it.
