I'm guessing it's defined someplace, if not in the by-laws then either by the school or by the groups that use them. Maybe it's a statement of principles of some group. Also, the idea of a 'safe space' may be based on certain papers or books or research. And that would apply to other issues besides 'safe spaces', such as the effects of racism on the educational environment, etc. It would be useful to see links to some of the student groups' own statements; I only see second-hand information and not even many quotes or interviews with the protesters themselves.
