I am not sure if it was telegram who found it. I don't use it so I don't have any loyalty here. The discovery probably came from investigations. Maybe they caught some terrorists and found Telegram on the mobile device. I believe the intelligence has learned terrorists are using Telegram or similar software for communication for a period of time. They just couldn't hack out the actual messages, hence why the governments are constantly asking for less encryption on civilian communication, or the ability to intercept the traffic for analysis. But you know what, you have to trust the software doing its claim. I know there are people eager to do reproducible build to verify that the client software is actually what it claims to be.
