Given the phrasing of the sentence, I don't think he is out of line. It would be charitable to say that the phrasing was wrong. The paragraph breaks the audience of the website into two sets: those who are "unfazed by strangeness", or toxicologists and E.R. doctors. Anybody familiar with media coverage of bitcoin or tor should immediately recognize the template.
