I always wonder about this myself. If my situation were that extreme I think I would try to flee by any means even if I had next to no money. I would put a backpack on packed with non perishable food and as much water as I could carry and I would start marching towards a border. I'm very ignorant to the viability of this plan though. Would it be possible to escape on foot? Would you be stopped for trying? Killed? Maybe that's why people don't "just flee".
