It should be based on the scope of policies. France should set their anti-terrorism policies based on the risk to France. The EU should set their anti-terrorism policies based on the risk to the EU. Paris should set their anti-terrorism policies based on the risk to Paris. Most policies being looked at right now are France-scope.

So Paris will do a 'lot' about it, the French will do 'something' about it, the EU will do 'little' about it, and the world will do 'less than nothing' about it?
