Eventually I had to zoom into an area half the size of the SF peninsula before I could download anything. It's better than nothing, but still not as good offline as the Garmin I had a decade ago. I guess this data has lots of stuff that my Garmin didn't, like business hours, but I care a lot more about navigation than about the rich maps data Google wants to deliver me.
