Aircraft maintenance is extraordinarily serious business. I don't see xenophobia in the article- I see "the logistics of inspection are now more complex." This also includes basic requirements such as drug testing and security screenings of employees. In some of these countries, the war on drugs has left the governments in an uneasy place. But behind that is that the FAA is severely underfunded. This is a fact.
