In some software-focused conferences, artifact evaluation has become a new, separate phase: http://www.artifact-eval.org/ http://www.artifact-eval.org/ There is a separate committee charged with evaluating software (and other artifacts, like data sets), that come along with a paper. This is a nice start to a process that could be adopted in non-CS fields for the evaluation of statistical results or software that analyzes data.
