Well, sure, in general, our society has decided that is a problem that everyone is obligated to participate in solving (and the same is true of everything else that is deemed criminal, or to a lesser extent unlawful even if not criminal), hence the obligation to pay taxes to support police and courts, and the obligation to participate in the court system by way of jury service.
