The difference is that dealers are your own age, and could be found as early as 7th grade. Having a "friend" that's over 21 that is willing to take time to buy alcohol illegally for you? Young people will find it easier to find a weed dealer their own age than one that's 21+ AND willing to do something illegal for them (provide alcohol to a minor).
