For greater certainty, ex officio action does

I wonder if it's possible for a "third party or right holder" to explicitly state that they don't wish to start border measures.
- Someone1234 11y agoThey could just grant the fan site a license. Or had a broad license that fan materials can use. It isn't unheard of.
- nitrogen 11y agoThe text quoted in the original comment says "suspected of", though. So that may not help.
