Vmconnect(1) is a local exe. The best experience for a console to your Hyper-V VM is remote desktop, but that requires a Windows guest and virtual networking. If you are trouble shooting networking or boot, or are using Linux guests, vmconnect is very easy to use (no network required) and works great. I'm not sure of any way to get a console through IE.
