That's an optimisation. It's not core to the React model. If DOM mutation was ever to be faster than the cost of the diffing then they'd just remove the diffing

If DOM mutation was ever to be faster than the cost of the diffing then they'd just remove the diffing and your applications would still work the same with the same API.
