I don't understand... Snapchat's ToS has always said this. They have right to access and profit off any of your content, but it remains the case that they maintain the privacy level of that content. If you send a snap (non-story), Snapchat has the right to do anything with it, so long as they do not violate the privacy level (they can only show it to the people you sent it to). And of course they have the right as employees, to look at any piece of content.
