Are you sure this isn't by design? I mean if you send a link of https://www.google.com/search?q=computer+language&....&q=python it should return different results than https://www.google.com/search?q=snakes&....&q=python So if people send urls with queries (they should just send actual target urls) then it's quite relevant that the search results are the same for the both links sent.
