You are missing the point of welfare: it is supposed to help people get back on their feet, not keep them dependent on taxpayer's money for the rest of their lives. So training/education, not TVs and computer games. That $500 could perhaps buy supplies to study at a local community college (tuition waivers/scholarships are available). Poor != stupid.
