While living in Munich I was approached twice by police officers later in the evening (around 10-11pm) coming out of U-Bahn stations. On one occasion the seemingly plain-clothed officers flashed a badge and started rifling through my jean pockets in the same motion. I actually thought I was being mugged. After the fact they were all smiles and conversation, but whatever the local laws are, they're badly missing the point of who they're trying to protect.
