It make a huge difference whether or not it's legal. Drivers, cyclists, and pedestrians need to be able to make reasonable assumptions about other vehicles on the road. Whether cyclists should be required to stop at stop signs or not is debatable, but I'm not ok with the police deciding which laws they want to enforce. Enforcing the actual law is the whole point of their job. This whole debate has become toxic.
